Como trasfondo de la contienda por las próximas elecciones presidenciales en Chile, se ha suscitado un enfrentamiento simbólico del pasado, en el que Michel Bachelet y Evelyn Matthei representan dos sectores de la dictadura pinochetista. Además, esta contienda retrotrae temas que aún dividen a la sociedad chilena: los efectos de la dictadura militar en la vida política.
En este sentido, en The Politics of Memory in Chile se realiza un análisis histórico- sociológico profundo de la política chilena y cómo se ha desarrollado su democratización tras la vuelta de los civiles al poder en 1990. En él se explican dos concepciones de política de memoria. La primera se define por las políticas diseñadas para resolver las atrocidades del pasado mediante procesos legales y reparaciones. La segunda se refiere a lo que la literatura denomina «justicia transicional», la cual traza la dinámica de la interacción postautoritaria de la política en sí, las instituciones políticas y los actores relevantes -el poder judicial, las fuerzas armadas y organizaciones de derechos humanos-.
Cath Collins, Katherine Hite y Alfredo Joignant reúnen a expertos que explican, desde diferentes perspectivas, cómo la política de memoria ha obedecido a cuestiones de política nacional. Es el caso de las diferentes comisiones creadas durante los gobiernos de la concertación. Un claro ejemplo de lo anterior es cuando el Estado chileno realizó diferentes esfuerzos materializados en la Comisión Nacional de Verdad y Reconciliación -también conocida como Comisión Rettig-. Su reporte fue rechazado por las fuerzas armadas y por el poder judicial.
Estos actores desempeñaron un papel determinante durante el proceso de la aplicación de las políticas de memoria. La transición democrática chilena fue pactada por las élites políticas; por ello, tanto las fuerzas armadas como el poder judicial dictaban las reglas que el poder entrante debía seguir. En este sentido, la instauración y la ejecución de estas políticas se caracterizaron por ser un proceso lento e inconsistente, ya que respondían, fundamentalmente, a los intereses políticos de estos actores.
Dos sucesos referentes a la figura de Pinochet marcaron la política chilena: su detención y el descubrimiento de sus cuentas bancarias en el extranjero. Estos acontecimientos cambiaron la percepción de la sociedad chilena, lo que provocó un aumento en las peticiones de rendición de cuentas y una concepción negativa de la dictadura y sus adeptos. Fue así como la sociedad chilena pasó a ser mayoritariamente antipinochetista, de acuerdo con la clasificación de Carlos Hunneus. Por ello, esta obra es un referente obligado para entender cómo la memoria colectiva, respecto de la figura del dictador, de su gobierno y de los actores cercanos a él, aún influye en la política chilena.
